Why Scuba Refresher Program?
Your PADI certification never expires; but if you haven't been diving in a while, it's better to be over-prepared than risk a problem because you forget something important. Dive shops also appreciate seeing a recent Scuba Refresher Program logged and dated in your log book.

There is no re-certification, because as mentioned your PADI certification card never expires. The Scuba Refresher Program serves as a refresher and if you would like an updated certification card you can at an additional fee to PADI. But it's not necessary.
